Strategic managers must also consider how to achieve performance objectives in light of the situation they face and the organizational resources that are available to them. The department’s organizational strategy should unite managerial and employee decision making and actions into a coordinated and compatible pattern. Strategies can be both proactive (intended) and reactive (adaptive)—a combination of planned actions or “on-the-spot” reactions to changing and unanticipated conditions. Strategic managers must be flexible—shape and alter their tactics as events transpire and operational demands change.

The following elements of the strategic management process must be completed before a strategy is formulated (Parnell, 2014, p. 2; Yukl, 2013, p. 299):

External Analysis: Requires an analysis of both the opportunities and threats present in the external environment.

Internal Analysis: Determination of the organization’s strengths and weaknesses in its internal environment. Identify the “core competencies” (the technical expertise and application talents) of the department.

Strategy Formulation: The strategy should be developed by matching the organization’s strengths and weaknesses with the opportunities and threats provided by the external environment. Evaluate the need for a major change in strategy and identify promising strategies to deal with the problems ascertained. Anticipate the likely outcomes of potential stratgies.

Strategy Execution: Implementing the strategy developed.

Strategic Control: Assess performance and make adjustments if the strategy is not achieving the desired outcome.
